Prof. Dimitar Dimitrov, Rector of the University of National and World Economy (UNWE), officially opens ETHSofia 2026. Founded in 1920, UNWE is one of Bulgaria's largest universities: it enrolled more than 5,400 new students this year across some 40 bachelor's and 80 master's programmes, and it launched Bulgaria's first bachelor's and master's programmes in cryptoeconomics. He describes how hard it is for a classical, conservative university to open new specialities such as crypto economics, blockchain technologies and cybersecurity, and welcomes the bachelor's and master's students in the room. Calling ETHSofia the perfect place for education to meet business, he proposes a joint business academy with the university and wishes the forum success. Privacy without Terrorists | Ameen Soleimani (0xbow) at ETHConf

In this talk, Ameen Soleimani, CTO of 0xbow, presents his approach to privacy without terrorists, opening with gratitude for being American and a warning that cypherpunk values of free speech and open source depend on American law. He recounts the history of Tornado Cash, the original privacy protocol on Ethereum, built because Ethereum users were jealous of Zcash's private money features. His nonprofit MolochDAO funded the initial grants in 2019 and coordinated setting the admin key to zero so the protocol was immutable forever, making it the second ZK-SNARK deployment in history after Zcash. People used it for personal privacy and Vitalik used it to support Ukraine, but after North Korea stole over $600 million and ran hundreds of millions through it, the US Treasury sanctioned the protocol in August 2022, and developers Alexey Pertsev and Roman Storm each received five year sentences. Ameen argues the Tornado Cash devs should not be held liable for users' crimes since they had no criminal intent and the protocol was immutable, warning that Roman's conviction for unlicensed money transmission (despite being non-custodial) implies everything is illegal, since even Etherscan could be considered a money services business. He stresses the appeal succeeding matters for clarity across Ethereum wallets and applications. Addressing the anonymity set problem, he explains privacy pools, developed in a paper co-authored with Vitalik and chain analysis researchers, where users voluntarily prove their deposit belongs to an association set of non-illicit funds without revealing which one, separating good money from bad while avoiding a data honeypot. He details how 0xbow performs KYT checks rejecting untrusted sources while allowing rejected funds to rage quit as an escape hatch preserving non-custodianship. Having anonymized over $20 million on mainnet over a year, he introduces privacy pools v2 (live on Sepolia) with a shielded pool for fully anonymous in-pool transfers hiding sender, receiver, amount, and timing, compliance by default, and features like private payment requests and future DeFi yield. What Fintech Missed in the Real Economy | Shadman Sakib (Flex) at ETHConf

In this talk, Shadman Sakib, founder of Flex Global, argues that fintech and banking have missed the real economy by building almost exclusively for customers who already have world class financial infrastructure. Through interactive audience polling, he illustrates that while most attendees use Robinhood and major banks, 99% of the world operates with a patchwork of obscure local banks, stablecoin wallets, FX platforms, manual checks, and separate debit cards just to complete a single transaction. Drawing on nine years at JP Morgan and City plus three years at Mercury, he explains that fintech was built in San Francisco for AI agents, NASDAQ listed companies, and large multi-million dollar deposit holders, while ignoring local manufacturers, middle market businesses, and exporters in places like Colombia hedging against currencies that fluctuate 20 to 30%. He notes even crypto foundations struggled to bank anywhere from 2020 to 2025, relying on patchwork setups across the Cayman Islands, BVI, Singapore, and Switzerland. Shadman contends that while stablecoins solved money movement, they don't solve operations for most companies, and 90% of stablecoin adoption happens overseas precisely where the complex use cases live. He details what's actually missing: invoices and ISO memos attached to payments, FX conversion to local currencies, local bank delivery, 30-day payment terms, and credit, which the US takes for granted but barely exists elsewhere. He critiques neo banks spinning up without true banking DNA or real compliance teams, chasing Solana treasuries and crypto companies with hundreds of millions rather than serving the businesses that drive the global economy. Using a Singapore tire manufacturer on HSBC as an example, he outlines the real needs: multicurrency accounts, multi-entity management, trade finance to borrow against receivables, local off-ramps, real credit, and compliance that understands industries rather than labeling crypto high risk. He explains Flex Global treats stablecoins not as a product to sell but as an augmentation of years of banking rails and credit expertise from servicing over 20,000 middle market customers, offering local currency accounts in 100 plus countries with invoicing, treasury, FX, and native credit. The Clarity Act: What It Means for Developers | Lindsay Fraser (Blockchain Association) at ETHConf

In this talk, Lindsay Fraser, who leads policy at the Blockchain Association, explains what the Clarity Act means for developers. The Blockchain Association is a nonprofit that advocates for the digital asset industry in Washington DC with over 100 member companies. She notes the timeliness: the day before, the association brought over 30 member companies to DC and met with 52 different Senate offices amid active negotiations. The Clarity Act is the current name for market structure legislation moving through the US Senate, the result of years of bipartisan effort dating back to 2020. At a high level it does three things: establishes token classification, trading, and market rules (fixing the impossibility of building in the US without clear rules during the Gary Gensler era at the SEC); sets registration requirements and consumer protections for intermediaries across the SEC and CFTC; and defines developer rules and protections outlining what software builders are and are not regulated for, the crux of the current debate. Lindsay explains why clarity matters: for years developers lacked answers to whether publishing code, operating a front-end, or participating in governance are regulated activities, and regulation by enforcement drove developers offshore. She walks through the process: the House passed it last June with 294 votes including 78 Democrats, the Senate Agriculture Committee advanced its portion 12 to 11 on party lines, and the Senate Banking Committee recently voted its portion out with a bipartisan outcome, with the two bills now to be combined and reach 60 votes to bypass the filibuster before November midterms complicate things. She details three developer protections: Section 601 clarifies the 1933 and 1934 Acts so non-custodial developers are not intermediaries needing to register as exchanges, brokers, or dealers; Section 207 does the same under the Commodity Exchange Act for the CFTC; and Section 604, the Blockchain Regulatory Certainty Act (BRCA), shields non-custodial developers from Bank Secrecy Act obligations and prosecution under Section 1960 for unlicensed money transmission. A Short Guide to Technical Storytelling I Debbie Soon

In this talk, Debbie Soon, head of marketing at Privy, delivers a masterclass on technical storytelling — the skill of bridging the gap between how a product works and what it enables. She argues that complexity isn't the problem; the problem is when people don't understand what your product means for them. Using Privy's wallet infrastructure and policy engine as examples, she shows how the same product gets explained differently across five audience surfaces: socials (narrative layer), website (evaluation layer), docs (implementation layer), and trust center (risk/assurance layer).
