In this fireside chat, Yana Prikhodchenko from Cointelegraph interviews Chaeho Shin, CEO of 1inch, on the state of DeFi liquidity, the convergence of TradFi and DeFi, regulatory clarity, and 1inch's plans for shared liquidity. Chaeho frames the core problem facing DeFi today: roughly 80 to 90% of liquidity is sitting idle because of fragmentation across separate liquidity pools. He explains that 1inch is solving this by introducing a shared liquidity protocol that allows assets in users' wallets to be shared across different liquidity pools without ever leaving self custody, which he positions as the next major DeFi innovation since the original liquidity pool concept from 2019 to 2020. The conversation moves into RWAs, where Chaeho identifies the two biggest barriers to real adoption: compliance and regulatory issues, and liquidity fragmentation that prevents efficient trading at TradFi comparable rates. He notes the disconnect between roughly $30 billion in RWAs onchain and only $2.5 billion actively used in DeFi, and explains that 1inch is positioning to be the most regulatory ready DeFi protocol and a partner swap engine for RWA platforms. He argues the real breakthrough for RWAs in DeFi is the ability to generate additional yield from liquidity pool trading fees on top of the underlying security's dividends. On geographic differences, Chaeho explains that APAC markets including his native Korea remain much more retail focused than the US, but they all benchmark against Wall Street and are waiting for US regulatory clarity (especially the Clarity Act addressing questions he started asking nine years ago) before institutional adoption accelerates. The Clarity Act: What It Means for Developers | Lindsay Fraser (Blockchain Association) at ETHConf

In this talk, Lindsay Fraser, who leads policy at the Blockchain Association, explains what the Clarity Act means for developers. The Blockchain Association is a nonprofit that advocates for the digital asset industry in Washington DC with over 100 member companies. She notes the timeliness: the day before, the association brought over 30 member companies to DC and met with 52 different Senate offices amid active negotiations. The Clarity Act is the current name for market structure legislation moving through the US Senate, the result of years of bipartisan effort dating back to 2020. At a high level it does three things: establishes token classification, trading, and market rules (fixing the impossibility of building in the US without clear rules during the Gary Gensler era at the SEC); sets registration requirements and consumer protections for intermediaries across the SEC and CFTC; and defines developer rules and protections outlining what software builders are and are not regulated for, the crux of the current debate. Lindsay explains why clarity matters: for years developers lacked answers to whether publishing code, operating a front-end, or participating in governance are regulated activities, and regulation by enforcement drove developers offshore. She walks through the process: the House passed it last June with 294 votes including 78 Democrats, the Senate Agriculture Committee advanced its portion 12 to 11 on party lines, and the Senate Banking Committee recently voted its portion out with a bipartisan outcome, with the two bills now to be combined and reach 60 votes to bypass the filibuster before November midterms complicate things. She details three developer protections: Section 601 clarifies the 1933 and 1934 Acts so non-custodial developers are not intermediaries needing to register as exchanges, brokers, or dealers; Section 207 does the same under the Commodity Exchange Act for the CFTC; and Section 604, the Blockchain Regulatory Certainty Act (BRCA), shields non-custodial developers from Bank Secrecy Act obligations and prosecution under Section 1960 for unlicensed money transmission. AI is advancing exponentially. Democratic systems are not. Aviv Ovadya is trying to close that gap before it becomes irreversible. Aviv, CEO of the AI and Democracy Foundation and research director at Metagov, makes the case for deliberative processes as core infrastructure for governing AI. Citizen assemblies and similar mechanisms have now been run thousands of times around the world, including feeding into EU policymaking several times a year. They are faster to spin up than elections, easier to iterate on, and designed to cut through the adversarial incentives that corrupt traditional political processes. His argument is that the democratic innovation space is massively underfunded relative to AI, crypto and other domains, and that a targeted ARPA-style deployment of resources across key capability gaps could make rapid progress. Rishank Jhavar from Fetch.ai, representing the Artificial Superintelligence Alliance (ASI), explains how ASI—formed by Fetch.ai, SingularityNET, Ocean Protocol, and Kudos—aims to decentralize the AI ecosystem by creating an open, interoperable alternative to Big Tech’s control over AI. Fetch.ai’s stack centers on building, deploying, and discovering AI agents through its tools: U-Agents (open-source Python framework for autonomous agents), Agentverse (a cloud platform for hosting agents, similar to Vercel for AI), and ASI1, a Web3-native LLM that allows users to discover and interact with agents directly. ASI1 supports “GEO” (Generative Engine Optimization), helping agents gain visibility. Singularity’s Meta language integrates with Fetch.ai to provide knowledge graph reasoning and complex logical computation for AI workflows. He demonstrates how developers can easily create and deploy agents using Agentverse, register them via the Almanac contract, and make them discoverable on ASI1 by optimizing their READMEs. Talip Akalın introduces Citrea, an EVM-compatible ZK rollup that brings full smart-contract functionality to Bitcoin without changing L1. He frames Bitcoin’s limitations (Script’s low expressivity, fee spikes, slow upgrades) and the risks of today’s BTC bridges (multisig/“honest majority” custody). Citrea’s architecture: a sequencer produces L2 blocks, validity proofs (RISC-Zero ZKVM) attest to state, and data is published on Bitcoin, letting users treat Bitcoin as the single source of truth. BTC is the native gas/asset on Citrea, so existing Solidity apps (DEXs, lending, etc.) can be “forked” to work with real BTC rather than wrapped derivatives. The bridge design (“Clementine”) uses BitVM-based challenge games plus ZK proofs to kick out malicious signers, shifting the assumption from “honest majority” to “at least one honest participant,” a stronger trust model than typical multisig bridges.
